International Mobility Requirements

Organisation Structure
The successful applicant will act as a Stadler TSSSA Manager leading Engineering, Commissioning, Production, Warranty and TSSSA functions whilst embedded with VIA Rail. A fundamental requirement of the position is deployment to Valencia to conduct design reviews, build and commissioning support. This will be followed by relocation to Canada and provision of technical support to VIA Rail for the duration of the TSSSA contract. The role holder must be available to deploy to any VIA Rail location, depot, maintenance facility, route, operations centre or temporary project location as directed by Stadler and customer requirements.
Role Purpose
Develop and execute the long-term TSSSA support strategy, ensuring alignment with Stadler business objectives, contractual commitments, fleet performance targets, and VIA Rail operational requirements.
To provide strategic leadership of Stadler’s Technical Support and Spares Supply Agreement (TSSSA) delivery for VIA Rail, ensuring safe, reliable and commercially successful fleet introduction and long-term operational support.
The role is accountable for leading multi-disciplinary teams, managing customer relationships, delivering contractual performance obligations, and driving reliability, maintainability and whole-life fleet performance throughout the locomotive lifecycle.
Main Goals
To deliver safety, reliability, availability, maintainability targets whilst ensuring compliance with TSSSA contractual deliverables, maintenance requirements and customer performance objectives.
Commercial Accountability
Accountable for delivery of the TSSSA contract within agreed budget, resource allocation and performance targets whilst identifying opportunities for cost optimisation and contractual improvement.
Executive Stakeholder Management
Act as the Stadler representative for all TSSSA-related matters, building strategic relationships with VIA Rail executive stakeholders and leading governance, performance and escalation forums.
Direct Leadership
Provide visible leadership and direction to all TSSSA personnel, establishing clear objectives, performance expectations and professional development plans whilst fostering a high-performance, customer-focused culture.
Programme Management
Lead and coordinate TSSSA activities throughout the locomotive lifecycle from design and manufacture through testing, commissioning, fleet acceptance and in-service operation, ensuring seamless transition between project phases.
Leadership Accountabilities
The TSSSA Manager shall be primarily located with the Contractor’s design team from Preliminary Design Review until the TSSSA Mobilisation Date. They will then be primarily located at the Montreal Maintenance Center (MMC) with ad hoc presence in all other VIA Rail Maintenance Facilities from the TSSSA Mobilisation Date.
- Lead all VIA Rail (Stadler) TSSSA activities across Canada.
- Develop and manage a geographically dispersed team of technical specialists and managers.
- Establish team objectives, performance measures and development plans.
- Lead customer governance meetings and executive reviews.
- Drive safety, quality, delivery and cost performance.
- Promote a culture of accountability, collaboration and continuous improvement.
- Ensure effective succession planning and workforce capability development.
- Act as the escalation point for complex operational, contractual and technical issues.
- Represent Stadler at customer, supplier and executive leadership forums.
Other key deliverables
- Act as the manager of maintenance representatives during fleet design reviews, ensuring maintainability, accessibility, reliability and life-cycle cost considerations are incorporated into the locomotive design.
- Review and provide feedback on design documentation from a maintenance and operational perspective.
- Plan, Maintenance Plan and Life Cycle Maintenance Schedule (LCMS).
- Ensure technical activities support compliance with TSSSA contractual deliverables, performance targets and maintenance requirements.
- Contribute to spares provisioning, supportability and maintenance resource planning activities.
- Operate Maintenance Management Systems such as SAP.
- Lead and manage onsite support to VIA Rail during their preventative maintenance activities.
- Provide technical reports, defect assessments and performance reviews.
- Lead and Manage the TSSSA Montreal Control Centre Managers
Canada Relocation & VIA Network Flexibility Clause
A fundamental requirement of the position is relocation to Canada and provision of technical support to VIA Rail for the duration of the TSSSA contract. The role holder must be available to deploy to any VIA Rail location, depot, maintenance facility, route, operations centre or temporary project location as directed by Stadler and customer requirements. During the design phase, the candidate shall be required to deploy to Stadler’s Valencia site to undertake training and participate in design reviews where applicable.
