As Head of Engineering Depots you’ll act as technical authority for the depots engineering discipline, providing strategic oversight across the main works depots contracts. The role is accountable for undertaking the legal Principal Design Representative duties for HS2 under CDM (Construction (Design and Management) Regulations 2015; fulfilling the NEC3 (New Engineering Contract) Supervisor duties for the Railway Systems depot related contracts. The role provides Railway, System and Contractor level assurance to ensure overall end-state depot technical, operational and maintenance requirements are being progressively evidenced in an efficient and timely manner and that Consents are obtained in respect of the depot designs.

This role is responsible for leading the depot project engineering and discipline engineering teams to support the design, construction, testing and commissioning, and handover into operations stage gate phases of the lifecycle.

About the role:

Technical Authority for the depots engineering discipline across HS2.

  • To have overall accountability for ensuring that the legal duties of the Principal Designer, as mandated within the CDM Regulations 2015, are being evidenced and discharged by HS2 and the relevant Depot contract lead/designer(s).
  • To competently discharge the duties of the Supervisor under the NEC Contract applicable to the Railway System related depot scope both within and outside of the relevant Alliance Framework supply chain contracts.
  • To support the risk-based engineering technical assurance of Railway Systems depots contracts as defined in HS2 Standards and processes through “spot check” verification of contractor deliverables, certification, and submission of assurance evidence for technical stage gate(s) acceptance and through undertaking System Level Reviews (SLR’s)/Technical Assurance Reviews (TAR’s).
  • To provide strategic oversight of the route wide depot related Works Information and Specifications used in depot contracts, with a focus on gaining Railway/System/Contractor level assurance to ensure overall end-state depot technical, operational and maintenance requirements are being progressively evidenced by depot contractors in an efficient and timely manner.
  • To be responsible for leading the depot project engineering and discipline engineering capability to support the design, construction, testing and commissioning, and handover into operations stage gate phases of the lifecycle.
  • To be responsible for facilitating configuration management of technical change, information and risk transfer exchange between designers, technical co-ordination across complex and multi-disciplinary interfaces; technical input to consents, system integration and value engineering optimisation in accordance with HS2 technical requirements, standards, and contractual processes.
  • To be responsible for providing professional depot engineering functional leadership and maintaining depot project engineering and discipline engineering capability required to support Project Delivery Teams and/or Alliance, in accordance with HS2 policies and standards.
  • To support and advise the Project Client (the NEC Project Manager) on the technical administration of the contract and the management of key technical interfaces between the Depot related contracts, Railway Systems Alliance, third-party contracts and HS2 as IM.
  • Actively manage and communicate multidiscipline project engineering issues or potential change affecting Railway Systems depots, including the issuing of Technical Authority Communications (TAC’s) as required for approval at TauP/Change Panels.
  • Oversee relevant Risks, Issues, Assumptions and Departures (RAID) registers and interface management tools, including necessary risk transfer between HS2 Prime System Integrator and Lead/Designer(s) to safeguard system level integration of Railway Systems and other neighbouring contracts.
  • To role model and influence collaborative way of working between key stakeholder teams and depot contractors, particularly WCP/TMM & HS2 IM in use of best practice, innovation & technology application opportunities to drive best for programme efficiencies and knowledge sharing both within and outside of the Railway Systems Alliance.
  • To support the achievement of necessary consents, Third Party approvals and Independent Safety Verification (ISV) bodies in the progressive evidence needed to support the placing into trial operations and service of the HS2 integrated depot system under the CDM and CSM-RA regulations.

Knowledge:

  • Applicable UK design and construction regulations including CDM requirements.
  • Application knowledge of design management, construction, testing and commissioning, handover into trial operations within complex multi-disciplinary delivery programmes.
  • Application knowledge of risk-based approaches to technical assurance, interface management and system integration risk management in a complex delivery programme or built environment.
  • Domain knowledge related to depot design, maintenance and/or operations and/or asset disciplines related to Railway Systems e.g. Track, M&E, Buildings, Rolling Stock.
  • Understanding of the Regulatory/Legislative Framework relevant to HS2.
  • Applicable knowledge of the Common Safety Method (CSM) for risk evaluation and assessment.
  • Commercial awareness including understanding of cost delivery, schedule targets and the need to deliver an integrated solution that meets all functional and capability requirements.
  • Chartered Engineer/Membership of an appropriate professional institution or the equivalent experience.

Type of Experience:

  • Experience in leading multi-disciplinary standards, safety, system integration and technical assurance activity within a complex infrastructure delivery programme, including the management of multi-discipline project engineering and/or discipline teams.
  • Experience of managing competing demands including engineering, technical and environmental with cost and schedule implications.
  • Experience of or contributing to technical information related to depot system requirements, interface requirements and/or acceptance criteria.
  • Experience in undertaking or directly supporting CDM duties associated with Principal Designer and/or Designer.
  • Experience in directly supporting NEC 3 contract Supervisor role and/or managing quality assurance.
  • Relevant Depot and Railway Systems domain experience in or across a range of asset disciplines; including track systems, overhead catenary systems, HV Power, Lineside MEP, Command & Control Systems (CCS), Rolling stock, track.
